EU Accountability Report on Financing for Development - Questionnaire for preparing the 2015 Report

The monitoring of the EU commitments on financing for development (as set in the Monterrey Consensus and the Doha Declaration) is an annual exercise. It responds to the Council's request to report annually on EU progress on financing for development and various interlinked issues. ¹

EU progress is assessed on the basis of the commitments taken by the EU and its Member States at relevant Council meetings. Building on previous experience, and taking into account discussions with Member States and the changing international context, the Questionnaire has been further streamlined compared to previous years. It focuses on the core elements of the various Financing for Development streams and on the main EU commitments, and explicitly links Financing for Development and implementation of other global objectives, given that the potential sources of finance are the same. The relevant Council Conclusions and additional background on each section are highlighted in Annex 1.

The answers to this survey will be used to prepare the EU Accountability report to be presented by the Commission during 2015.

As in 2011, 2012, 2013 and 2014, the Commission would like to publish all individual replies, in line with the Council request "to making the EU annual report on financing for development an example of best practice in transparency and accountability". ²

The questionnaire is structured around the chapter headings of the Doha Declaration/Monterrey Consensus and builds in elements from other related international processes. Not all chapters have the same weight, as other existing data sources will be used where possible to reduce the reporting burden on Member States.

Finally, as in other year's we would welcome your feedback on the questionnaire itself, with a view to further improve its quality and usefulness in the future.
